储蓄户口被关闭 Saving Account dormant

去年，收到了来自 Public Islamic Bank 大众银行的信件，信件上说我的储蓄户口因为在过去一年没进行交易活动 (Saving Account has been dormant for the the past one year)，因此他们希望我到 Public Bank 去重新启用我的储蓄户口，不然我的储蓄户口就会被关闭。

收到这封信后的两个多月三个月，我就到 Public Bank 去提款再存钱，步骤很白痴。虽然我很少用 Public Bank 的交易活动，提款或存款都没有，基本上是可以直接关掉户口。但是，我也担心万一以后要用到 Public Bank 的户口时又要申请过户口就更加麻烦。

无论如何，Public Bank 的户口就留着让我在网络赚钱时转账的媒介吧，毕竟 PayPal 是可以直接把钱转账到 Public Bank 的转载卡 Debit Card的。当我把钱提出来时，我发现我的户口被扣了 RM 10，哇。

银行可以随便扣我们钱的吗? 有关的职员就告诉我说，这个是程序，因为我的户口在一年内没有任何活动，所以他们银行是可以扣我 RM 10，当着是罚款。我就说，你们寄给我的信并没有说要扣我钱的，只是叫我在3个月内重新启用我的储蓄户口 saving account 而已。她们只是说，这个是程序。

最后，就不了了之了。 所以，我们的银行户口在隔一段时间就要去提款或存钱，不然白白让银行给罚款了。以下，我把有关信件的英文内容附上。

We advise that your above saving account has been dormant for the past one (1) year.

Section D (v) of the Rules of the Association of Banks in Malaysia allows us to close saving accounts which have been dormant for 1 year or more and have balances of RM 10.00 or less.

Kindly reactivate your saving account or let us know whether you have any objections to us closing your account, within three (3) months from the date of this notice, failing which we shall proceed to close your account.
